Back in the day this would have been a direct-to-TV movie.
What didn't work:
- a new Falcon: even though he was in military, he seemed not belong to a unit. He followed Captain America around; appeared to be hiding in a bunker, but still had access to network and intelligence.
- a Black Widow wannabe: couldn't fight; not as sexy; not as charismatic.
- link to The Incredible Hulk (2008) by bringing back Liv Tyler as the Red Hulk's daughter. Seventeen years had passed. I could barely remember that movie. Maybe some people recognized Liv Tyler's voice right from the start, but I did not understand the surprise until the end.
- the villain's makeup: horrible, terrible. They ran out of money and simply put a fake green mask on someone.
- Bucky Barnes was running for Congress???!!!
What worked: Only worth your time if it's free.
Conclusion from a non-comic book audience: Hulk simply is not an interesting character to be made into movies. Leave him be in comic books. Stop trying to bring him onto the big screen. It didn't work in Hulk (2003) and The Incredible Hulk (2008); it didn't work as a villain in Captain America. It will not work in the future.
